Controllable Pitch
A fixed propeller can only go faster or slower, and to go astern the whole engine has to stop and turn round. A controllable-pitch propeller never reverses: the shaft turns one way at one speed, and the blades themselves swivel to decide how much thrust there is and which way it points.
That second control is what saves fuel. A given thrust can be made by many combinations of shaft speed and pitch, and they do not all cost the same: sometimes the cheaper one is more revolutions at less pitch, sometimes it is the other way round. Work out the right combination for the load, the hull and the engine’s own consumption curve, and the ship does the same work on less fuel — every hour it is at sea, which is nearly all of them.
